The best harm reduction strategy would be to re-legalize opium and cocaine. We would thereby end depression in America and free Americans from their abject reliance on the healthcare industry, meanwhile ending gang violence and restoring the rule of law in Latin America.
Almost all addiction services assume that the goal should be to get off all drugs. That is not science, it is Christian Science.
This is why I call the drug war 'fanatical Christian Science.' People would rather have grandpa die than to let him use laughing gas or coca or opium or MDMA, etc. etc.
Only a pathological puritan would say that there's no place in the world for substances that lift your mood, give you endurance, and make you get along with your fellow human being. Drugs may not be everything, but it's masochistic madness to claim that they are nothing at all.
The Drug War shows us that American democracy is fundamentally flawed. Propaganda and fearmongering has persuaded Americans to give up freedoms that are clearly enunciated in the U.S. Constitution. We need a new democracy in which a Constitution actually matters.

The Drug War is one big entrapment scheme for poor minorities. Prohibition creates an economy that hugely incentivizes drug dealing, and when the poor fall for the bait, the prohibitionists rush in to arrest them and remove them from the voting rolls.
The Drug War is a crime against humanity.

Getting off some drugs could actually be fun and instructive, by using a variety of other drugs to keep one's mind off the withdrawal process. But America believes that getting off a drug should be a big moral battle.
